April 3, 2001

 

The Board of Supervisor met in Session on the above date with the following members present: O’Farrell, Magnusson, Condon, Peterson and Chairperson Kirkberg. Absent none.

 

Moved by Magnusson, seconded by O’Farrell to approve minutes of meeting March 27, 2001. Motion carried unanimously.

 

Moved by O’Farrell, seconded by Peterson to approve salary increase for David Stone to $7.95 per hour, effective April 3, 2001, per recommendation of Richard Holst.  Motion carried unanimously.

 

Moved by Peterson, seconded by Condon to approve and authorize Chair to sign Contract for MH/MR/DD services with WESCO Industries, Denison, Iowa.  (Copy on file in CPC office).  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to adopt the following resolution:

 

STATE OF IOWA DESIGNATION OF APPLICANT’S AUTHORIZED

REPRESENTATIVE RESOLUTION FOR A HAZARD MITIGATION AND RISK

ASSESSMENT GIS DATABASE GRANT PROGRAM

 

BE IT RESOLVED BY County of Webster County, Iowa THAT Jill L. Kirkberg, is hereby authorized to execute on behalf of Webster County the Hazard Mitigation and Risk Assessment GIS Database Grant and to file the application with the Iowa Emergency Management Division (IEMD) for the purpose of obtaining Federal financial assistance.

Moved by Magnusson, seconded by O’Farrell to adopt the following resolution:

 

LOCAL MATCH RESOLUTION FOR THE

HAZARD MITIGATION AND RISK ASSESSMENT GIS DATABASE

GRANT PROGRAM

 

Whereas, County of Webster County Iowa (subgrantee), has made application through Iowa Emergency Management Division (IEMD) to the Federal Emergency Management Agency (FEMA) for the Hazard Mitigation and Risk Assessment GIS Database Grant Program, in the amount of $4680.00 for the total project, or $2340.00 as the 50% federal share,

 

and

 

WHEREAS, Webster County (subgrantee) recognizes the fact that the Hazard Mitigation and Risk Assessment GIS Database Grant Program is a 50% federal / 50% local matching grant,

 

and

 

WHEREAS, Webster County (subgrantee) shall form an agreement with Iowa EMD and FEMA as to the date that said 50% shall be made available to match the federal funds awarded.

 

Webster County (subgrantee) agrees to provide $2340.00 (two thousand three hundred and forty dollars) of local monies to be used as matching funds for the Hazard Mitigation and Risk Assessment GIS Database Grant Program as outlined in the grant application.

 

This resolution was passed and approved this 3rd day of April, 2001.

Moved by O’Farrell, seconded by Peterson to approve and authorize Chair to sign Utility Permit Applications for Webster-Calhoun Cooperative Telephone Association for direct buried copper telephone cable in Sections 3, 9 and 10, Washington Township and Section 29, Lost Grove Township.  (Copies on file in Engineer’s Office).  Motion carried unanimously.

 

Moved by Peterson, seconded by Condon to approve and authorize Chair to sign Utility Permit Applications for Frontier Communications for placement of an  AFC Carrier at the entrance to Sheker Addition and placement of cable 36” deep in the right of way; for plowing cable at the edge of the gravel in Section 12 Elkhorn Township; and placement of AFC Carrier at the right of way line, Savage Addition, Section 2, Elkhorn Township.  (Copies on file in Engineer’s Office).  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to adopt the following resolution:

 

RESOLUTION

 

RESOLUTION  to initiate vacation of six parcels of road easement in the unincorporated Town of Roelyn, Iowa lying in the Southwest One Quarter of Section Twenty-one, Township Eighty-eight North, Range Thirty West (SW1/4 Section 21-T88N – R30W) of the Fifth Principal Meridian, Webster County, Iowa.

 

WHEREAS the adjoining landowners have requested the vacancy of the following described parcels of easement, and

 

WHEREAS travel by the general public will not be impeded by the vacancy of said Parcels, and

 

WHEREAS the adjoining landowners desire to expand the physical improvements of their company across said parcels, and

 

WHEREAS, vacating said parcels would return same to the county taxroll thereby benefiting the general public,

 

NOW THEREFORE BE IT RESOLVED, the Webster County Board of Supervisors hereby propose the vacation of the following described parcels of road easement, to wit:

 

PARCEL NO. 1

Main Street east from the northwesterly extension of the easterly line of Lot 7 of Block 8 to the west lines of Lot 2 of block 6 and Lot 2 of Block 9, all in the Town of Roelyn, Iowa. (0.86 Acres)

 

PARCEL NO. 2

First Street as it is presently located (Upon the East 24.0 feet of Block 8 of the Town of Roelyn, Iowa and the West 14.0 feet of the original location of said street) from the South line of Main Street to the North line of Fulton Avenue. (0.12 Acres)

 

PARCEL NO. 3

Second Street north from the North line of main Street to the westerly extension of the north line of the alley in Block 7 of said Town of Roelyn. (0.24 Acres)

 

PARCEL NO. 4

            The west 50.0 feet of the alley Block 7 of said Town of Roelyn. (0.00 Acres)

 

PARCEL NO. 5

            The alley in Block 8 of said Town of Roelyn. (0.15 Acres)

 

PARCEL NO. 6

            The alley in Block 9 of said Town of Roelyn. (0.14 Acres)

 

BE IT FURTHER RSOLVED, that a public hearing on the proposed vacation of said parcels of road easement be set for 10:30 a.m. on the 1st day of May, 2001 in the Supervisors Room of the Webster County Courthouse in Fort Dodge, Iowa, and that the County Engineer send notice to adjacent landowners explaining proposed vacation and requesting their comments or claims.

Gary Smith, Natural Resource Conservation Services and Roger Peterson, Webster County Soil and Water Conservation Commission discussed Filter Strip and Prairie Pothole Programs.  Moved by Magnusson, seconded by O’Farrell to approve $1,000.00 in funding to partner with Webster County Soil and Water Conservation for filter strip and prairie pothole programs.  Motion carried unanimously.
