August 14, 2001

 

The Board of Supervisor met in Session on the above date with the following members present: O’Farrell, Magnusson, Condon, and Chairperson Kirkberg. Absent Peterson.

 

Moved by Magnusson, seconded by O’Farrell to approve minutes of meeting August 7, 2001. Motion carried unanimously.

 

Moved by O’Farrell, seconded by Condon to approve salary increase to $28,327.87, for Brenda Angstrom, effective August 15, 2001, per recommendation of County Auditor.  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to approve Webster County acting as fiscal agent for a grant from Iowa Department of Economic Development for North Central Iowa Cluster Development Group to develop and market a life science cluster for economic development purposes and that the Webster County Auditor be designated fiscal agent.  (Copy on file in Auditor’s office).  Motion carried unanimously.

 

Moved by Magnusson, seconded by O’Farrell to allow claims for homestead exemption and military tax exemptions and place on file certified taxes and levies for Fiscal Year 2002, property assessed January 1, 2000 and payable 2001-2002.  (Copy on file in Auditor’s office).  Motion carried unanimously.

 

Moved by O’Farrell, seconded by Condon to approve and authorize Chair to sign Lease Agreement with the State of Iowa, Department of Human Services – Child Support Recovery Unit for the period from November 1, 2001 to October 31, 2006.  (Copy on file in Auditor’s office).  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to approve and authorize Chair to sign MH/DD Contracts for the following providers:  Community and Family Resources, Humboldt Workshop, Inc. and Trinity Regional Medical Center.  (Copy on file in CPC’s office).  Motion carried unanimously.

 

Moved by Magnusson, seconded by O’Farrell to approve and authorize Chair to sign 14-Day Beer Permit Application for Des Moines Skydivers.  (Copy on file in Auditor’s office).  Motion carried unanimously.

 

Moved by O’Farrell, seconded by Condon to approve and authorize Chair to sign updated Webster County Affirmative Action Plan.  (Copy on file in Auditor’s office).  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to approve and authorize Chair to sign agreement between Webster County and Francis Halback and Ken Lacaille to perform demolition work various properties in Lanyon. 

 

This is considered to be an agreement between Webster County and Francis Halbach and Ken Lacaille to perform the following work on the following property:  Lot Number One (1) except the North 7 feet thereof conveyed for road purposes, and all of Lot Two (2), all in Block Number One (1) in the Original Town of Lanyon, Webster County, Iowa.  The North ˝ of the East ˝ of Vacated 2nd Street in the Town of Lanyon, Webster County, Iowa.

 

1.        Tear down and properly dispose of all material composing and found in and around the house and garage located on the lot.

 

2.        Bring in enough fill as needed to level the ground area of the building foundation.

 

It is also agreed that Webster County is NOT liable for any accidents or injuries to Francis Halbach or Ken Lacaille while performing the work tasks listed above.  Webster County is also NOT liable for any equipment breakage while performing the above work tasks.

Moved by Magnusson, seconded by O’Farrell to approve and authorize Chair to sign Utility Permit Applications for Frontier Communications install cable in sections 29 and 32 of Douglas Township and in Section 13 of Elkhorn Township.  (Copy on file in Engineer’s office).  Motion carried unanimously.

 

Moved by O’Farrell, seconded by Condon to approve 2001 Property Value Study and adopt resolutions.  Study on file in Engineer’s Office).

 

RESOLUTION

 

WHEREAS, Webster County is proposing various construction projects for the construction seasons of 2002 and 2003, and

 

WHEREAS, Additional easements for highway right-of-way will be required for completion of these projects, and

 

WHEREAS, Purchase of this additional right-of-way shall be accomplished in an orderly and equitable manner, and in accordance with applicable state and federal regulations, and

 

WHEREAS, The procedures and market value factor that are the results of the research in the “2001 Property Value Study” will satisfy the foregoing requirements.

 

NOW THEREFORE BE IT RESOLVED, That the Webster County Board of Supervisors has reviewed the “2001 Property Value Study” and hereby approves the acquisition procedures outlined in said study for right-of-way acquisitions for these projects.  The Board also authorizes that the original copy of the report and all supporting documents shall be kept on file at the Office of the County Engineer for a period of not less than five years.

RESOLUTION

 

WHEREAS, Webster County is proposing various construction projects for the construction seasons of 2002 and 2003, and

 

WHEREAS, Additional easements for highway right-of-way will be required for completion of these projects, and

 

WHEREAS, In accordance with Webster County’s adopted right-of-way acquisition procedures, the Webster County Board of Supervisors will be acting in the capacity of a review appraiser.

 

NOW THEREFORE BE IT RESOLVED, That the Board hereby authorizes its Chairperson, throughout the duration of these projects, to indicate Board approval of each review appraisal by his signature on the appropriate document.

RESOLUTION

 

WHEREAS, Webster County is proposing various constructions projects for the construction seasons of 2002 and 2003, and

 

WHEREAS, Said projects will require additional easements for highway right-of-way to complete these projects, and

 

WHEREAS, No relocation of homesteads or business is anticipated at this time,

 

NOW THEREFORE BE IT RESOLVED, That no relocation plan is necessary at this time.  However, Should future design changes necessitate such relocations, all the appropriate procedures in accordance with Chapter 316, Code of Iowa will be Utilized.

At 10:30a.m grader bids were received and opened.  Moved by Condon, seconded by Magnusson to table bids until August 21, 2001 to allow the Engineer to review the bids.  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to allow claims.  Motion carried unanimously.

 

At 2:00p.m.  County Redistricting Committee met with Jake Hansen, representing Midas who reported that the population of the supervisors district is not in equal population and the boundaries need to be adjusted to reflect the 2000 Census data.  The Board, acting as the Temporary Redistricting Commission reviewed three proposed plans.  Moved by Magnusson, seconded by O’Farrell to recess until 10:00a.m. on Monday August 20, 2001.
