Regular Meeting

August 28, 2001- 10:00a.m.

 

The Board of Supervisor met in Session on the above date with the following members present: Magnusson, Condon, Peterson and Chairperson Kirkberg. Absent O’Farrell.

 

Historical Society met with the Board to discuss Courthouse Open House and finalizing the plans for the September 14, 2001 open house.

              

Moved by Magnusson, seconded by Peterson to approve minutes of meeting August 21, 2001. Motion carried unanimously.

 

Moved by Peterson, seconded by Condon to approve Family Medical Leave for Richard A. Holst, effective August 24, 2001.(Copy on file in Auditor’s office).  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to approve September 14, 2001 as the date for the official open house for the rededication of the restoration of the Webster County Courthouse, coordinating the event with the Webster County Historical Society and because certain expenses will be incurred, approve expenses of printing invitations, programs, postcards, photos, refreshments and decorations upon submitting claims thereof to the Board of Supervisors.  Motion carried unanimously.

 

Mike McCarville reported that by polling the Development Board members land would be available for a proposed jail in the area of the State Prison, but that there is a $3,000.00 per acre mortgage on the property that would have to be paid.  No action taken.

 

Moved by Magnusson, seconded by Condon to approve Construction and Maintenance Agreements for Town of Callender and Town of Gowrie. (Copies on file in Engineer’s Office).  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to approve bids for Main Maintenance Facility Salt Shed which includes three contracts for a total of $53,304.49 and authorize Engineer to sign contract documents at the appropriate time.  Motion carried unanimously.

 

Michelle Carlton, representing Restorative Justice Services for Juvenile Offenders and Crime Victims of North Central Iowa, requested funding FY02 in the amount of $5,000.  Supervisor Magnusson requested that she present her request at the September 7, 2001 Six area county meeting.  Moved by Condon, seconded by Magnusson to table until September 11, 2001.

 

At 10:30a.m a Public Hearing on the Construction Career Training Grant Program has held to review the career link program.  Tom Fulcher reviewed the program and reported the accomplishments and the future goals.  (Copy of report is on file in Auditor’s office).  Moved by Magnusson, seconded by Condon to close the public hearing.  Motion carried unanimously.

 

At 11:00a.m. a Public Hearing on the Proposed Redistricting Plan for Webster County Supervisor Districts. Jake Hansen, representing Midas reviewed the requirements of redistricting and updated the public on the activities of the redistricting commission.  Bob Stark commented that it didn’t seem fair that a young Supervisor gets elected and then you change the district taking away a good share of his district and voiced his concern that the rural area would become extinct.  John Condon asked what is the balance within the city because he is concerned that we are losing rural representation. 

 

Jake Hansen pointed out that the city/county is about a sixty/forty split.  This proposed plan has one district totally within the City of Fort Dodge and one district totally outside of the City of Fort Dodge with rural areas attached to four out of five districts.  Also, there is the option of the supervisors being elected at large, but it would take a referendum to initiate a change is the supervisor’s district plan.  No further comments, it was moved by Peterson, seconded Magnusson to close public comment and approve the proposed plan as follows: 

 

Webster County Proposed Redistricting Plan

 

A.         VOTING PRECINCTS. The County shall be divided into precincts as required by Chapter 49 of the Code of Iowa in the following manner:

 

1.      Deer Creek/Jackson precinct shall consist of all of Deer Creek and Jackson Townships, including the City of Clare.

 

2.      Badger precinct shall consist of all of Badger Township, including the City of Badger.

 

3.      Newark precinct shall consist of all of Newark Township, including the City of Vincent.

 

4.      Johnson precinct shall consist of all of Johnson Township, including the City of Barnum.

 

5.      Northeast Douglas precinct shall consist of all land in Douglas Township lying north of Iowa Highway 7 and east of County Road P41.

 

6.      Douglas precinct shall consist of all land in Douglas Township not included in Northeast Douglas precinct except that portion of the City of Fort Dodge located in Douglas Township.

 

7.      North Cooper precinct shall consist of all land in Cooper Township lying north of County Road D20 except that portion of the City of Fort Dodge located in North Cooper Township.

 

8.      South Cooper precinct shall consist of all land in Cooper Township lying south of County Road D20 except that portion of the City of Fort Dodge located in South Cooper Township.

 

9.      Colfax/Duncombe precinct shall consist of all of Colfax Township and the City of Duncombe.

 

10.  Fulton precinct shall consist of all of Fulton Township, including the City of Moorland.

 

11.  Elkhorn precinct shall consist of all of Elkhorn Township.

 

12.  Otho precinct shall consist of all of Otho Township, including the City of Otho.

 

13.  Pleasant Valley precinct shall consist of all of Pleasant Valley Township.

 

14.  Washington precinct shall consist of all of Washington Township except for the City of Duncombe.

 

15.  Clay-Roland precinct shall consist of all of Clay and Roland Townships, including the City of Callender.

 

16.  Burnside precinct shall consist of all of Burnside Township.

 

17.  Sumner-Webster-Yell precinct shall consist of all of Sumner, Webster, and Yell Townships, including the City of Lehigh.

 

18.  Gowrie precinct shall consist of all of Gowrie Township and the City of Gowrie.

 

19.  Lost Grove precinct shall consist of all of Lost Grove Township, including the City of Harcourt, except for that portion of the City of Gowrie located in Lost Grove Township.

 

20.  Dayton precinct shall consist of all of Dayton Township, including the City of Dayton.

 

21.  Hardin precinct shall consist of all of Hardin Township and that portion of the City of Stratford located in Webster County.

 

 

B.         SUPERVISOR DISTRICTS. . The County shall be divided into precincts as required by Chapter 49 of the Code of Iowa in the following manner:

 

1.      The first Supervisor District in Webster County shall consist of Deer Creek/Jackson, Badger, Newark, North Cooper, and Colfax/Duncombe precincts as well as precincts 1 and 11 in the City of Fort Dodge.

 

2.      The second Supervisor District in Webster County shall consist of South Cooper, Fulton, Pleasant Valley, Otho, Washington, Clay-Roland, Burnside, Sumner-Webster-Yell, Gowrie, Lost Grove, Dayton, and Hardin precincts.

 

3.      The third Supervisor District in Webster County shall consist of precincts 8, 9, 10, and 12 in the City of Fort Dodge.

 

4.      The fourth Supervisor District in Webster County shall consist of Northeast Douglas precinct as well as precincts 2, 3, 4, and 7 in the City of Fort Dodge.

 

5.      The fifth Supervisor District in Webster County shall consist of Johnson, Douglas, and Elkhorn precincts as well as precincts 5 and 6 in the City of Fort Dodge.

 

Ayes:  Magnusson and Peterson.  Nays:  Condon.  Absent: O’Farrell. Motion carried.

 

Moved by Condon, seconded by Magnusson to allow claims.  Motion carried unanimously.
