Regular Meeting

January 28, 2003

 

The Board of Supervisor met in Session on the above date with the following members present:  Magnusson, Peterson, Condon, Gill, and Nolting.  

 

8:30a.m. Board of Supervisors to discuss committee reports and meet with Department Heads.

 

Moved by Magnusson, seconded by Condon to approve minutes of January 21, 2003 meeting.  Motion carried unanimously.

 

Moved by Condon, seconded by Gill to receive and place on file termination of employment of Nancy Kelly, Public Health Department, effective January 15, 2003.  Motion carried unanimously.

 

Moved by Gill, seconded by Nolting to accept resignation of Stephen Lickiss, effective February 12, 2003.  Motion carried unanimously.

 

Moved by Nolting, seconded by Magnusson to accept resignation of Michael Nairn, part time jailer, effective January 10, 2003.  Motion carried unanimously.

 

Moved by Magnusson, seconded by Condon to approve salary increase for Tiffany Jondle, part time jailer at the rate of $10.75, January 29, 2003 and Michelle Ely, effective February 7, 2003.  Motion carried unanimously.

 

Moved by Condon, seconded by Gill to approve employment of John Allen Reedy, part time jailer at the rate of $9.75 per hour, effective January 18, 2003.  Motion carried unanimously.

 

Moved by Gill, seconded by Nolting to accept resignation of Evelyn F. Niemeyer, Relief Office, effective February 28, 2003.  Motion carried unanimously.

 

Moved by Nolting, seconded by Magnusson to approve salary increase of Deanne Olson to $21,669.16, effective February 1, 2003.  Motion carried unanimously.

 

Moved by Magnusson, seconded by Condon to approve bond of Schumacher Well Company, Inc. for Well Drilling.  Motion carried unanimously.

 

Moved by Condon, seconded by Gill to receive and place on file Semi Annual Report of Webster County Treasurer for period July 1, 2002 through December 31, 2002.   Copy on file in Auditor’s Office.  Motion carried unanimously.

 

Moved by Gill, seconded by Nolting to approve abatement of taxes on the following abandoned property:  Mobile Home VIN#12602CKDFL1842 - 1997-2003 delinquent taxes totaling $901.00.  Motion carried unanimously.

 

Jason Bahr, representing the Deputy Sheriff’s Association presenting letter for renewal of Contract for period July 1, 2003 through June 30, 2005, requesting the contract remain the same.  Moved by Magnusson, seconded by Condon to receive and place on file said Contract proposal.  Motion carried unanimously.

 

Moved by Nolting, seconded by Magnusson to receive and place on file Planning and Zoning Commission’s Report and set February 25, 2003 at 10:30a.m.as the time and date for hearing on first consideration to rezone property at 2479 170th Street from Agricultural (A-2) to Commercial (C-1) per request of Shirley Weimer to operate mini storage and outdoor storage facility.  Motion carried unanimously.

 

County Attorney was unable to attend meeting therefore discussion on pending litigation was cancelled. 

 

At 10:30a.m. a Public Hearing on first consideration to amend Zoning Ordinance No. 024 to prohibit buildings from being constructed within 200 yards of a public hunting area with exceptions.  Public comments for and against said amendment were heard by various persons present.  Also noted for the record were written comments in favor of said amendment from Pheasants Forever by Dave Van Waus, Regional Biologist and Mike Wallace, Vice President of Iowa Pheasants Forever Council.  Moved by Magnusson, seconded by Condon approve first consideration and to set February 11, 2003 at 10:30a.m. as the time and date for hearing on second consideration of said amendment.  Roll call vote:  Ayes – Magnusson, Condon, Gill, Nolting and Peterson.  Nays – None.  Motion carried unanimously.

 

At 11:00a.m. a Public Bid Letting was held for repairs to Drainage District No. 88, Webster County, Iowa.  Bids were open and read by Engineer, Eldon Rossow.  Moved by Gill, seconded by Nolting to table bids until next week to allow engineer to review all bids submitted.  Motion carried unanimously.

 

Moved by Nolting, seconded by Magnusson to allow claims.  Motion carried unanimously.
