Regular Meeting

September 5, 2006

 

The Board of Supervisor met in Session on the above date with the following members present: Magnusson, Condon, Gill, Nolting and Lizer.

 

Moved by Lizer, seconded by Gill to approve minutes of August 29, 2006 regular meeting. Motion carried unanimously.

 

Moved by Gill, seconded by Condon to receive and place on file drainage repairs in D.D.#54.  Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to receive and place on file employment of Kristina Jones, Clerical in Child Support Recovery Unit at the rate of $879.20 biweekly, effective September 11, 2006.  Motion carried unanimously.

 

Moved by Magnusson, seconded by Lizer to approve and authorize Chair to sign the following Proclamation:

 

PROCLAMATION

 

WHEREAS, 74 PERCENT OF Americans say that addiction to alcohol has had some impact on them at some point in their lives, whether it was their own personal addiction, that of a friend or family member, or any other experience with addiction; and

 

WHEREAS, a 63-percent majority of Americans also say that addiction to either drugs or alcohol has had a great deal or some impact on their lives; and

 

WHEREAS. Stigma and discrimination present obstacles and can be a mark of disgrace to those with substance use disorders who need access to treatment facilities, and for those who want to reestablish their place in the community by entering the workforce; and

 

WHEREAS, educating our community about how substance use disorders affect children, families, and all community members is essential to overcoming stigma and discrimination; and

 

WHEREAS, we must recognize the achievement of those who seek out treatment services and ensure that such services are readily available to those who need assistance; and

 

WHEREAS, substance use disorders are a treatable, yet serious health care problem, and we can take steps to address it and so build a stronger, healthier community; and

 

WHEREAS, to help achieve this goal, the U.S. Department of Health and Human Services, the Substance Abuse and Mental Health Services Administration, the White House Office of National Drug Control Policy, and Community and Family Resources invite all residents of Webster County to participate in National Alcohol and Drug Addiction Recovery Month;

 

NOW, THEREFORE, I, Greg Nolting Chairperson by virtue of the authority vested in me by the laws of  Webster County do hereby proclaim the month of September 2006 as

 

National alcohol and Drug Addiction Recovery Month

 

in Webster County and call upon the people of Webster County to observe this month with appropriate programs, activities, and ceremonies supporting this year’s theme, “Join the Voices for Recovery: Build a Stronger, Healthier Community.”

 

IN WITNESS WHEREOF, I have hereunto set my hand this 5th day of September, in the year of our Lord two thousand six, and of the Independence of the United States of America the two hundred and thirty-first.

Moved by Lizer, seconded by Gill to approve appointment of Irene Blair, CPC Administrator as the county entity responsible for the administration of the state psychiatric papers program.  Motion carried unanimously.

 

Moved by Gill, seconded by Condon to approve and authorize Chair to sign utility permit application from MidAmerican Energy to construct overhead electric line along the north side of 230th Street from Easter Avenue west approximately one-half mile and remove approximately one-half mile of existing overhead electric line along the east side of Dakota Avenue between 230th and 240th Street in Fulton Township.  (Copy on file in Engineer’s office).   Motion carried unanimously.

 

Moved by Condon, seconded by Magnusson to allow claims.  Motion carried unanimously.
