Regular Meeting
Tuesday July 22, 2008

The Board of Supervisor met in Session on the above date with the following members present: Condon, Dencklau, Lizer, Motl and Nolting.   Absent:  None.

Moved by Condon, seconded by Dencklau to approve minutes of July 15, 2008, regular meeting.  Motion carried unanimously.

Moved by Dencklau, seconded by Motl to receive and place on file the following Drainage Repairs:  D.D.#247 Webster & #7 Humboldt; D.D.#125; and D.D.#4 Lateral 4.  Motion carried unanimously.

Moved by Motl, seconded by Nolting to approve salary increases for Correctional Officers as follows:  Amy Jones to $12.36 per hour, effective July 13, 2008; Melissa Nelson to $12.89, effective September 27, 2008; Renee Ryan to $13.16, effective September 19, 2008; and Angie Morgan to $13.16 per hour, effective August 25, 2008.  Motion carried unanimously.

Moved by Nolting, seconded by Condon to receive and place on file dissolution of Contract with Jeannie Calkins, effective June 30, 2008 and approval of Contract with Amber Graves for nursing services, effective July 22, 2008.  Motion carried unanimously.

Moved by Condon, seconded by Dencklau to receive and place on file County Recorder’s Report of Fees Collected for period ending June 30, 2008.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Dencklau, seconded by Motl to approve Design, Operating, and Maintenance Plan and Supporting Documentation for Dan Nordin’s Confinement Feeding Construction Permit Master Matrix Plan in Section 19, Lost Grove Township, as amended.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Motl, seconded by Nolting to approve 5-Day Special Class C Liquor License for Shellabration, Inc., effective August 5, 2008.  Motion carried unanimously.

Moved by Nolting, seconded by Condon to receive and place on file Resolution Requesting the Commissioner of Election of Webster County to Place on the Ballot a Proposition of Local Option Sales Tax of One Percent adopted by the City of Fort Dodge representing over fifty percent of the population of Webster County.  Motion carried unanimously. 

The Board discussed the current one-half percent Local Option Sales and Service Tax will sunset on June 30 2009; therefore this should be treated as a new imposition calling for one percent, effective July 1, 2009; and no sunset date.  The election will be held with the November 4, 2008 General Election and proper notice will be provided to all the cities and the unincorporated area of the county and further that all entities will be given notice that the language for the use of the proposed revenue/property tax relief must be submitted to the Commissioner of Election no later than 67 days before the election (August 27, 2008).

Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign utility permit application from Prairie Energy Cooperative to replace deteriorated overhead electric transmission lines along the south side of 210th Street in Sections 32 and 33, Colfax Township.  (Copy on file in Engineer’s office).  Motion carried unanimously.

Moved by Dencklau, seconded by Motl to approve and authorize Chair to sign utility permit application from Xenia Rural Water District to bore 2.5” PVC water main under 270th Street approximately 50 feet west of Kansas Avenue between Sections 27 and 34, Elkhorn Township.  (Copy on file in Engineer’s office).  Motion carried unanimously.

Moved by Motl, seconded by Nolting to allow claims.  Motion carried unanimously.

Moved by Nolting, seconded by Condon the meeting adjourned.  Motion carried unanimously.
