Board of Supervisiors Meeting

The Board of Supervisors met in Session on the above date with the following members present:  Singer, Peterson, Condon and Fletcher.   Absent:  Dencklau.

Moved by Peterson, seconded by Condon to approve minutes of the August 23, 2011 regular meeting. Motion carried unanimously.

Moved by Condon, seconded by Fletcher to receive and place on file the following Drainage Repairs:  D.D.#5 Lateral 2A and D.D.#48.  Motion carried unanimously.

Moved by Fletcher, seconded by Peterson to approve salary increase for Sheriff Deputy Mike Kenyon to $55,222.49, effective August 14, 2011 and approve salary increases for Sheriff Deputies April Murray and Joe Paullin to $53,395.45, effective July 9, 2011.  Motion carried unanimously.

Moved by Peterson, seconded by Condon to accept resignation of Bryan Wilson, Full-time Correctional Office, effective September 4, 2011.  Motion carried unanimously.

Moved by Condon, seconded by Fletcher to approve request to replace Full-time Correctional Officer position with a Part-time Officer and hire another Part-time Officer.  Motion carried unanimously.

Moved by Fletcher, seconded by Peterson to approve and authorize Chair to sign Notice of Termination of Farm Tenancy with Iowa Central Community College, expiring on September 1, 2011.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Peterson, seconded by Condon to approve and authorize Chair to sign waiver of a potential conflict of interest associated with Ahlers & Cooney Law Firm.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Condon, seconded by Fletcher to receive and place on file Manure Management Plan Update for Swine Graphics, Enterprise, L.P. in Section 9, Roland Township.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Fletcher, seconded by Peterson to approve amendments to Webster County Employee Information Handbook. (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Peterson, seconded by Condon to approve and authorize Chair to sign Proclamation proclaiming the week of September 17 through 23, 2011 as Constitution Week.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Condon, seconded by Fletcher to approve and authorize Chair to sign utility permit application from MidAmerican Energy to set new pole on west side of Kountry Lane and bore primary cable east to 1890 Kountry Lane in Southwest Quarter of Section 13, Township 89 North, Range 29 West.  (Copy on file in Engineer’s office).  Motion carried unanimously.

Moved by Fletcher, seconded by Peterson to approve and authorize Chair to sign utility permit application from Midland Power Cooperative to remove overhead power line and replace with underground cable to 2830 380th Street in the Southwest Quarter of Section 19 Township 86 North, Range 27 West. (Copy on file in Engineer’s office).  Motion carried unanimously.

A Public Hearing was held on the final consideration of an amendment to Zoning Ordinance 046 and Future Land Use Map in the Comprehensive Plan to rezone property from R-2 to I-1, which includes various parcels in Roelyn and in Section 20, 21, 28, 29 in Township 88 North, Range 30 West of the 5th P.M., Webster County, Iowa.  No written or oral comments or objections being heard, Vice-Chairman Singer closed the public hearing.

Moved by Fletcher, seconded by Peterson to approve final consideration of an amendment to Zoning Ordinance 046 and Future Land Use Map in the Comprehensive Plan to rezone property from R-2 to I-1, which includes various parcels in Roelyn and in Section 20, 21, 28, 29 in Township 88 North, Range 30 West of the 5th P.M., Webster County, Iowa; and direct Auditor to publish full text of said amendment.  Roll call vote – Ayes:  Singer, Peterson, Condon and Fletcher. Nays: none. Dencklau absent.  Motion carried unanimously.

Moved by Fletcher, seconded by Peterson to allow claims.  Motion carried unanimously.

Moved by Peterson, seconded by Condon the meeting adjourn.  Motion carried unanimously.
