Board of Supervisiors Meeting
Tuesday October 25, 2011

The Board of Supervisors met in Session on the above date with the following members present:  Dencklau, Singer, Peterson, Condon and Fletcher.   Absent:  None.

Moved by Singer, seconded by Peterson to approve minutes of the October 18, 2011 regular meeting. Motion carried unanimously.

Moved by Peterson, seconded by Condon to receive and place on file Drainage Repairs in D.D.#115.  Motion carried unanimously.

Moved by Fletcher, seconded by Singer to approve and authorize Chair to sign Directives No. 4, No. 5, No. 6 and No. 7 to the Contract with Kolacia Construction for the 2011 Jail Repairs. (Copies on file in Auditor’s office).  Motion carried unanimously.

Moved by Singer, seconded by Peterson to approve and authorize Chair to sign Change Order No. 4 to the Contract with Kolacia Construction for the 2011 Jail Repairs increasing the contract amount $9,480.82 for cameras to enhance security of jail floor.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Peterson, seconded by Condon to receive and place on file Manure Management Plan Updates for Greg Hora Farm in Section 31, Colfax Township and Farnham Finishing in Section 17, Gowrie Township.  (Copies on file in Auditor’s office).  Motion carried unanimously.

Moved by Condon, seconded by Fletcher to approve and authorize Chair to sign Blue Priority Flex Spending Plan with Wellmark Blue Cross and Blue Shield for plan year beginning January 1, 2012.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Fletcher, seconded by Condon to adopt the following Resolution:

RESOLUTION APPROVING GRANT AGREEMENT WITH THE IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT (IDED) COMMUNITY ATTRACTION AND TOURISM (CAT) VISION IOWA PROGRAM

WHEREAS, Webster County, Iowa has been awarded funding from the Iowa Program for the implementation of the Fort Dodge and Webster County Trail Plan  in the amount of $1,200,0000; and,

WHEREAS, a plan and application to the Vision Iowa grant program was prepared for the Trail Plan in July 2010 identifying 15 individual trail projects with a total cost of $6,766,000; and

WHEREAS, the Vision Iowa Grant provides funding for approximately 18% of the total project cost;

WHEREAS, the Board approved resolutions of support and resolution dedicating funding for specific trail projects in July 2010; and

NOW THEREFORE, BE IT RESOLVED by the Webster County Board of Supervisors, as follows:

Section 1.  That the IDED CAT Vision Iowa grant award and contract was approved and signed by the Chairperson of the Webster County Board of Supervisors on the 21st day of December, 2010.

Section 2.  That the Chairperson and County Auditor are authorized to sign other forms necessary for the implementation of the grant project as required by the Iowa Department of Economic Development.

Motion carried unanimously.  

Moved by Condon, seconded by Fletcher to approve and authorize Chair to sign Property Acquisition Administrative Plan for FEMA Flood Buyout Plan.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Singer, seconded by Condon to table the purchase and installation of cameras for the outside of the Law Enforcement Center. Motion carried unanimously.

Moved by Condon, seconded by Fletcher to allow claims.  Motion carried unanimously.

Don Larson requested that the Board consider paving 320th Street from Highway 169 to Poet Ethanol Plant since it is a high traffic gravel road in Clay Township and safety is a big concern because it is a narrow road.  No action taken.

Moved by Fletcher, seconded by Singer to adjourn the meeting. Motion carried unanimously.
