Board of Supervisiors Meeting
Tuesday January 10, 2012

The Board of Supervisors met in Session on the above date with the following members present:  Dencklau, Singer, Peterson, Condon and Fletcher.   Absent:  None.

Moved by Peterson, seconded by Condon to approve the minutes of the January 3, 2012 regular meeting. Motion carried unanimously.

Moved by Condon, seconded by Fletcher to receive and place on file Drainage Repairs for D.D.#69.  Motion carried unanimously.

Moved by Fletcher, seconded by Dencklau to receive and place on file merit pay increase for LaVonne Pringle to $1,929.90, every two weeks effective check date of February 24, 2012.  Motion carried unanimously.

Moved by Dencklau, seconded by Peterson to accept the termination of Assistant Jail Administrator Marcy Lara, effective January 2, 2012.  Motion carried unanimously.

Moved by Peterson, seconded by Condon to receive and place on file Sheriff’s Report of Fees Collected for period ending December 31, 2011.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Condon, seconded by Fletcher to approve and authorize Chair to sign Change Order No. 6 – 2010 Jail Repairs increasing the contract with Kolacia Construction $9, 178.54. (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Fletcher, seconded by Dencklau to adopt the following resolution:

RESOLUTION, to initiate vacation of part of Webster County road originally known as the “Rockwell Road”, now known as 270th Street, running east and west on the section line between Sections 30 and 31, Township 88 North, Range 30 West of the Fifth Principal Meridian, Fulton Civil Township, Webster County, Iowa
WHEREAS, an adjoining landowner has contacted the Webster County Engineer’s Office, requesting for the vacation of above referenced road, and
WHEREAS,  said road is unimproved and void of normal granular road cross section, and
WHEREAS, vacating said parcel would return same to the county tax roll, thereby benefiting the general public and returning said parcel to productive use,
NOW THEREFORE BE IT RESOLVED, the Webster County Board of Supervisors hereby proposes the vacation of the following described parcel of road easement, to wit:

            All that portion of the road originally known as the “Rockwell Road”, now known
            as 270th Street, lying on the section line between Sections 30 and 31, Township
            88 North, Range 30 West of the Fifth Principal Meridian, Webster County, Iowa
            and lying west of current County Route P29 (Baxter Avenue) right of way and
            southeasterly of current County Route D36 right of way; described parcel being
            66 feet in width, running in an east to west diorection, and containing 6.09 acres,
            more or less.

BE IT FURTHER RESOLVED, that a public hearing by the Webster County Board of Supervisors on the proposed vacation of said parcel of road easement be set for 10:30 AM on Tuesday, February 7, 2012, in the Board of Supervisor’s Room of the Webster County Courthouse, Fort Dodge, Iowa 50501, and the County Engineer send notice to adjacent property owners explaining proposed vacation and requesting their comments or claims.

Motion carried unanimously.

Moved by Dencklau, seconded by Peterson to adopt the following resolution:

WHEREAS, functional classification is the process by which streets and highways are grouped into classes according to character of service they are intended to provide; and
WHEREAS, Webster County periodically reviews the system of streets and highways for appropriate changes to classification of the various segments of the system; and
WHEREAS, a recent review of the system has revealed the need for a change to the Federal Functional Classification of road segments in the rural area of Webster County due to the change in traffic flow and functional use.
NOW, THEREFORE, BE IT RESOLVED that the Webster County Board of Supervisors hereby request changes to the Federal Functional Classification System be changed as follows:

  1. Change Johnson Avenue (County Route P33) from Parker Drive North to Iowa Highway 7 from Local to Minor Collector; a distance of approximately 1.537 miles.
  2. Change Hayes Avenue from 210th Street (County Route D22) to Iowa Highway 7 from Minor Collector to Local; a distance of approximately 2.630 miles.

John Wilson, representing Upper Des Moines requested Fiscal Year 2013 funding. No action taken.
