Board of Supervisiors Meeting

The Board of Supervisors met in Session on the above date with the following members present:  Singer, Dencklau, Peterson, and Condon.  Absent:   Fletcher.

Moved by Peterson, seconded by Condon to approve minutes of the June 26, 2012 regular meeting.  Motion carried unanimously.

Moved by Condon, seconded by Dencklau to receive and place on file Drainage Repairs for D.D.#5.  Motion carried unanimously.

Moved by Dencklau, seconded by Peterson to approve employment of James Stanberg, Part-time Natural Resource/Trail Technician at the rate of $12.00 per hour, effective July 1, 2012 (shared with City of Fort Dodge).  Motion carried unanimously.

Moved by Peterson, seconded by Condon to approve employment of Joseph Tofilon, Assistant County Attorney at a starting salary of $55,000.00, effective August 13, 2012.  Motion carried unanimously.

Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign Memorandum of Understanding with Cerro Gordo County and Webster County for the development, distribution and use of the computer software program known as Precinct Atlas, and related components.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Dencklau, seconded by Peterson to receive and place on file Manure Management Plan for Border Plains Cattle, LLC in Section 28, Lost Grove Township.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Peterson, seconded by Condon to approve and authorize Chair to sign Economic Development Financial Assistance Contract by CJ Bio America Inc., Webster County and the Iowa Economic Development Authority, Contract Number 12-IVF/TC-030.  (Copy on file in Auditor’s office).  Motion carried unanimously.

Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign permit application from Robert Van Diest and Richard Stark to install 12-inch private tile line across Yankee Avenue/Abbott Avenue between Section 36, Colfax Township, Webster County and Section 31, Fremont Township, Hamilton County.  (Copy on file in Engineer’s office).  Motion carried unanimously.

Moved by Dencklau, seconded by Peterson to approve and authorize Chair to sign utility permit application from Midland Power Cooperative to install approximately 2500 feet of overhead electric lines along west side of Kansas Avenue in Section 3, Township 86 North, Range 29 West, Lost Grove Township to livestock facility.
(Copy on file in Engineer’s office).  Motion carried unanimously.

Moved by Peterson, seconded by Condon to approve and authorize Chair to sign utility permit application form MidAmerican Energy to install new pole south of 1344 Sampson Avenue to shorten up span length and gain clearance over existing field entrance along west side of Sampson Avenue in Section 24, Township 90 North, Range 28 West, Badger Township.  Motion carried unanimously.

The following proposals were received by Engineer Randy Will for hoop storage building at Webster County maintenance facility located at 1676 Fairbanks Avenue, Clare, Iowa:  Friedman Distributing, Inc. - $26,431.93; A & B Construction - $27,516.00; and ClearSpan Fabric Structures International, Inc. - $33,271.00.

Moved by Condon, seconded by Dencklau to approve and authorize Chair to sign contract with Freidman Distributing, Inc. in the amount of $26,431.93 for furnishing and installing hoop storage building at 1676 Fairbanks Avenue, Clare, Iowa.  Motion carried unanimously.

Moved by Dencklau, seconded by Peterson to approve and authorize Chair to sign contract with W & H Coop for furnishing diesel motor fuel at Webster County Secondary Road Department, per terms of 2010 contract.  Motion carried unanimously.

Moved by Peterson, seconded by Condon to approve request from the City of Dayton to establish a detour on two miles of granular surfaced Quail Avenue, one mile of granular surfaced 380th Street, and one-half mile of paved surfaced Racine Avenue from approximately 9:30 A.M. to 11:30 A.M. Monday, September 3, 2012 during the 2012 Dayton Labor Day Parade, subject to the City of Dayton being responsible for all necessary and proper traffic control per the Manual on Uniform Traffic Control Devices.  Motion carried unanimously.

Moved by Condon, seconded by Dencklau to allow claims.  Motion carried unanimously.
